Legal documents, court case briefs and reports, correspondence, notes, and memoranda documenting Spellacy Motor Cargo's (Ibar M. Spellacy) application to the Minnesota Railroad and Warehouse Commission to operate as an "emergency motor carrier" for the Great Northern and the Minneapolis and St. Louis railways in order to provide highway transportation along certain Minnesota and interstate routes. The applications were contested by various independent motor carriers and their associations which led to several regulatory commission and court cases in the state of Minnesota. The files document the advent of motor carrier hauls of LCL (less-than-carload) railroad freight as an integral part of railroad transportation services, and related legal problems.

These registers were kept under the RRWC's regulatory responsibilities for stockyard rates (1919-1922; see Laws 1919 c461) and for licensing of livestock buyers (1935-1967; see Laws 1935 c216). In 1967 the RRWC was replaced by the Public Service Department (Laws 1967 c864), and in 1974 the livestock regulatory functions were transferred to the Department of Agriculture (Laws 1974 c347). The Rexford, Mont., station of the Great Northern Railway was established in 1903. It was closed in 1972 when the railroad was rerouted due to the flooding of the area behind the Libby Dam.
